  SA 6756. Mrs. BLACKBURN submitted an amendment intended to be 
proposed by her to the bill S. 4668, to protect the name, image, and 
likeness rights of, and provide protections for, student athletes and 
to promote fair competition among intercollegiate athletics, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of title I, add the following:

     SEC. ___. RULE OF CONSTRUCTION ON SOVEREIGN IMMUNITY.

       Nothing in this Act, or an amendment made by this Act, 
     shall be construed to waive, abrogate, modify, or limit the 
     rights of sovereign immunity of a public institution of 
     higher education available at law.
