disapproval under chapter 8 of title 5, United States Code, of the rule 
submitted by the Department of Health and Human Services relating to 
``Restoring Flexibility in the Child Care and Development Fund 
(CCDF)''.

Hostilities Within or Against the Islamic Republic of Iran: By 49 yeas 
to 50 nays (Vote No. 216), Senate did not agree to the motion to 
discharge the Committee on Foreign Relations from further consideration 
of S.J. Res. 181, to direct the removal of United States Armed Forces 
from hostilities within or against the Islamic Republic of Iran that 
have not been authorized by Congress, pursuant to 50 U.S.C. 1546a and 
in accordance with section 601(b) of the International Security 
Assistance and Arms Export Control Act.

AGOA Extension Act--Cloture: Senate began consideration of the motion 
to proceed to consideration of H.R. 6500, to extend duty-free treatment 
provided with respect to imports from certain countries in Africa under
