             TRIBUTE TO WILLIAM ``BILL'' HOWARD RICHARDSON

 Mr. McCORMICK. Mr. President, I rise today to recognize a 
distinguished American, William ``Bill'' Howard Richardson, on the 
occasion of his 90th birthday. Born on July 31, 1936. Bill has led a 
life of extraordinary consequence: as a devoted family man, a Navy 
veteran, an esteemed educator, a civic leader, an avid 
environmentalist, and, to those who know him best, a much-admired 
bohemian spirit.
  A 1958 graduate of Yale University, Bill went on to serve his country 
in the U.S. Navy aboard an icebreaker, before returning home to earn 
his MBA from NYU. He built a distinguished career as a respected 
educator and civic leader, settling in northern California alongside 
his beloved wife Betsy. Together, they raised four children, and Bill 
now delights in the joy of 11 grandchildren. Bill has a legacy of love 
and family that spans generations.
  In honor of this milestone birthday, and as our Nation celebrates 250 
years of independence, a flag was flown over the U.S. Capitol on July 4 
of this year in tribute to Bill's life and service.
  Today, we join with Bill's many friends and family to celebrate the 
love, respect, and affection we hold for this special man and to wish 
him continued health and happiness in the years ahead.
