NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2027; REMOVING 
BARRIERS TO WORK FOR DISABLED AMERICANS ACT

establishing the congressional budget for the United States Government 
for fiscal year 2027 and setting forth the appropriate budgetary levels 
for fiscal years 2028 through 2036; H.R. 9770, the ``Continuing 
Appropriations Act, 2027''; H.R. 7008, the ``Stop Insider Trading 
Act''; H.R. 6955, the ``Main Street Capital Access Act''; H.R. 8800, 
the ``National Defense Authorization Act for Fiscal Year 2027''; and 
H.R. 8884, the ``Removing Barriers to Work for Disabled Americans 
Act''. The Committee granted, by a record vote of 8-4, a rule providing 
for consideration of H.R. 8800, the ``National Defense Authorization 
Act for Fiscal Year 2027'', H.R. 8884, the ``Removing Barriers to Work 
for Disabled Americans Act'', H. Con. Res. 113, Establishing the 
congressional budget for the United States Government for fiscal year 
2027 and setting forth the appropriate budgetary levels for fiscal 
years 2028 through 2036, H.R. 7008, the ``Stop Insider Trading Act'', 
H.R. 6955, the ``Main Street Capital Access Act'', and H.R. 9770, the 
``Continuing Appropriations Act, 2027''. The rule provides for 
consideration of H.R. 8800, the ``National Defense Authorization Act 
for Fiscal Year 2027'', under a structured rule. The rule waives all 
points of order against consideration of the bill. The rule provides 
one hour of general debate equally divided and controlled by the chair 
and ranking minority member of the Committee on Armed Services or their 
respective designees. The rule provides that in lieu of the amendment 
in the nature of a substitute recommended by the Committee on Armed 
Services now printed in the bill, an amendment in the nature of a 
substitute consisting of the text of Rules Committee Print 119-33 shall 
be considered as adopted and the bill, as amended, shall be considered 
as read. The rule waives all points of order against provisions in the 
bill, as amended. The rule makes in order only those amendments printed 
in part A of the Rules Committee report, amendments en bloc described 
in section 3 and pro forma amendments described in section 4. Each 
amendment shall be considered only in the order printed in the report,

be offered only by a Member designated in the report, shall be 
considered as read, shall be debatable for the time specified in the 
report equally divided and controlled by the proponent and an opponent, 
shall not be subject to amendment except as provided by section 4 of 
the rule, and shall not be subject to a demand for division of the 
question. The rule waives all points of order against the amendments 
printed in part A of the Rules Committee report or amendments en bloc 
described in section 3 of the rule. The rule provides that the chair of 
the Committee on Armed Services or his designee may offer amendments en 
bloc consisting of further amendments printed in part A of the Rules 
Committee report not earlier disposed of. Amendments en bloc shall be 
considered as read, shall be debatable for 40 minutes equally divided 
and controlled by the chair and ranking minority member of the 
Committee on Armed Services or their respective designees, shall not be 
subject to amendment except as provided by section 4 of the rule, and 
shall not be subject to a demand for division of the question. The rule 
provides that the chair and ranking minority member of the Committee on 
Armed Services or their respective designees may offer up to 10 pro 
forma amendments each at any point for the purpose of debate. The rule 
provides one motion to recommit. The rule further provides for 
consideration of H.R. 8884, the ``Removing Barriers to Work for 
Disabled Americans Act'', under a closed rule. The rule waives all 
points of order against consideration of the bill. The rule provides 
that in lieu of the amendment in the nature of a substitute recommended 
by the Committee on Ways and Means now printed in the bill, an 
amendment in the nature of a substitute consisting of the text of Rules 
Committee Print 119-34 shall be considered as adopted and the bill, as 
amended, shall be considered as read. The rule waives all points of 
order against provisions in the bill, as amended. The rule provides one 
hour of general debate equally divided and controlled by the chair and 
ranking minority member of the Committee on Ways and Means or their 
respective designees. The rule provides one motion to recommit. The 
rule further provides for consideration of H. Con. Res. 113,

adopted, and the concurrent resolution, as amended, shall be considered 
as read. The rule permits the chair of the Committee on the Budget to 
offer amendments in the House pursuant to section 305(a)(5) of the 
Congressional Budget Act of 1974 to achieve mathematical consistency. 
The rule further provides for consideration of H.R. 7008, the ``Stop 
Insider Trading Act'', under a closed rule. The rule waives all points 
of order against consideration of the bill. The rule provides that in 
lieu of the amendment in the nature of a substitute recommended by the 
Committee on House Administration now printed in the bill, an amendment 
in the nature of a substitute consisting of the text of Rules Committee 
Print 119-38, modified by the amendment printed in part B of the Rules 
Committee report, shall be considered as adopted and the bill, as 
amended, shall be considered as read. The rule waives all points of 
order against provisions in the bill, as amended. The rule provides one 
hour of general debate equally divided and controlled by the chair and 
ranking minority member of the Committee on House Administration or 
their respective designees. The rule provides one motion to recommit. 
The rule further provides for consideration of H.R. 6955, the ``Main 
Street Capital Access Act'', under a closed rule. The rule waives all 
points of order against consideration of the bill. The rule provides 
that in lieu of the amendment in the nature of a substitute recommended 
by the Committee on Financial Services now printed in the bill, an 
amendment in the nature of a substitute consisting of the text of Rules 
Committee Print 119-35 shall be considered as adopted and the bill, as 
amended, shall be considered as read. The rule waives all points of 
order against provisions in the bill, as amended. The rule provides one 
hour of general debate equally divided and controlled by the chair and

provides that in the engrossment of H.R. 8800, the Clerk shall do the 
following: add the text of S. 1383, as passed by the

House, as new matter at the end of H.R. 8800; assign appropriate 
designations to provisions within the engrossment; conform cross-
references and provisions for short titles within the engrossment; and 
be authorized to make technical corrections, to include corrections in 
spelling, punctuation, page and line numbering, section numbering, and 
insertion of appropriate headings. Testimony was heard from Chairman 
Arrington, Chairman Cole, Chairman Steil, Chairman Hill of Arkansas, 
and Representatives McGarvey, DeLauro, Morelle, Waters, Spartz, 
Magaziner, Fedorchak, and Davidson.
MISCELLANEOUS MEASURE
Permanent Select Committee on Intelligence: Full Committee held a 
markup on H.R. 9624, the ``Intelligence Authorization Act for Fiscal 
Year 2027''. H.R. 9624 was ordered reported, as amended. This markup 
was closed.
