  SA 6588. Mr. KELLY (for himself and Mr. Tillis) submitted an 
amendment intended to be proposed by him to the bill S. 4784, to 
authorize appropriations for fiscal year 2027 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the end of subtitle D of title X, add the following:

     SEC. 1037. WAIVER OF CERTAIN FEES FOR DESIGNATED INDIAN 
                   TRIBAL MEMBERS AND RELATIVES.

       Notwithstanding any other provision of law, the Secretary 
     of Homeland Security may waive any fees incurred by members 
     or relatives of a federally recognized Indian tribe in 
     connection with, or incidental to, the ongoing implementation 
     of the memorandum of Support to Tribes at or near the U.S. 
     Southwest Border, issued on December 4, 2023 by U.S. Customs 
     and Border Protection.
