                    HONORING CAROL WHITEHEAD-SUTTON

  Ms. WILSON of Florida. Mr. Speaker, I rise today to recognize and 
honor one of South Florida's most respected union leaders, the late 
Carol Whitehead-Sutton, President of the American Postal Workers Union, 
AFL-CIO Miami Area Local.
  Mrs. Carol Whitehead-Sutton joined United States Postal Service in 
1980 as a Central Forwarding Clerk. In 1981, she volunteered as a union 
advocate and over the next 20 years would have a profound impact on 
working conditions for her fellow co-workers. She is credited with 
successfully resolving work infractions, contractual violations and 
putting numerous postal workers back to work after losing their jobs or 
being suspended.
  Mrs. Carol Whitehead-Sutton was also a well-respected community 
activist. In 2001, she helped form the Miami Jackson Senior High School 
Alumni Association. Other organization and union affiliations ranged 
from the Organization for Inner City Schools (I.C. A.R.E.) to the 
NAACP; the Martin Luther King Trade Coalition; the A. Philip Randolph 
(APRE); the Coalition Black Trade Union, to Alpha Phi Omega.
  Born to parents, the late Mr. Moses Whitehead and Mrs. Rozella 
Whitehead, Carol received her education in the Miami-Dade County Public 
School System, attending Orchard Villa, Gladeview and Allapattah 
Elementary Schools. She graduated from Miami Jackson Senior High School 
in 1975 and received an Associate of Arts Degree from Miami-Dade 
College North Campus in 1979.
  Mrs. Carol Whitehead-Sutton was a loyal and faithful member of New 
Birth Baptist Church Cathedral of Faith in Miami, Florida.
  Please join me in honoring Carol Whitehead-Sutton for her unwavering 
faith and commitment to her community, family and friends.
