JANET MELLO FRAUD AMENDMENT
(Mr. ROSE asked and was given permission to address the House for 1
minute and to revise and extend his remarks.)
Mr. ROSE. Mr. Speaker, I have introduced an amendment to the National
Defense Authorization Act addressing the massive Janet Mello fraud
scandal at Fort Sam Houston and the broader pattern of abuse it has
exposed.
This amendment simply requires a public, comprehensive report on how
more than $100 million meant for the 4-H Military Partnership Grant
program was stolen over several years. What red flags were missed? What
reforms will prevent this from ever happening again?
It has already passed the House twice, most recently by a vote of
430-3, only to be stripped out by the Senate in their infinite wisdom
for reasons known only to the Almighty. Meanwhile, yet another Fort Sam
Houston

official has been charged with stealing over $500,000 from Army family
programs.
Mr. Speaker, I urge the Rules Committee to make my amendment in order
for the third year.
