                    21ST CENTURY ROAD TO HOUSING ACT

  The PRESIDING OFFICER (Mr. Curtis). The Chair lays before the Senate 
the following message from the House.
  The senior assistant legislative clerk read as follows:

       Resolved, That the House agree to the amendment of the 
     Senate to the bill (H.R. 6644) entitled ``An act to increase 
     the supply of housing in America, and for other purposes,'' 
     with an amendment to the Senate amendment.


                Motion to Concur with Amendment No. 5823

  (Purpose: In the nature of a substitute.)
  Mr. THUNE. Mr. President, I move to concur in the House amendment to 
H.R. 6644 with a further substitute amendment.

     in the House amendment to the Senate amendment to H.R. 6644,
