  SA 5684. Mr. BLUMENTHAL submitted an amendment intended to be 
proposed by him to the bill S. 2, to provide for reconciliation 
pursuant to title II of S. Con. Res. 33.; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. PROHIBITION ON USE OF FUNDS FOR EAST WING 
                   MODERNIZATION PROJECT.

       (a) In General.--Except as provided in subsection (b), none 
     of the funds made available by this Act may be used to carry 
     out the East Wing Modernization Project.
       (b) Exception for Contract Awards.--The prohibition under 
     subsection (a) shall not apply to amounts awarded through a 
     competitive contract process.
