  SA 5685. Mr. BLUMENTHAL submitted an amendment intended to be 
proposed by him to the bill S. 2, to provide for reconciliation 
pursuant to title II of S. Con. Res. 33.; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. PROHIBITION ON USE OF FUNDS FOR EAST WING 
                   MODERNIZATION PROJECT.

       None of the funds made available by this Act may be used to 
     carry out the East Wing Modernization Project until all 
     donors, donor amounts, fundraising solicitation records, and 
     donor and construction contracts for the East Wing 
     Modernization Project are made publicly available.
