   SA 5656.  Mr. BOOKER submitted an amendment intended to be proposed 
to amendment SA 5453 proposed by Mr. Graham  to the bill S. 2, to 
provide for reconciliation pursuant to title II of S. Con. Res. 33.; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. FUNDING FOR AIR TRAFFIC CONTROLLER RECRUITMENT, 
                   RETENTION, TRAINING, AND ADVANCED TRAINING 
                   TECHNOLOGIES.

       In addition to amounts otherwise available, there are 
     appropriated, to remain available until September 30, 2029, 
     $1000,000,000 for air traffic controller recruitment, 
     retention, training, and advanced training technologies 
     (under the Federal Aviation Administration's Facilities and 
     Equipment Account).
