  SA 5614. Mr. HEINRICH submitted an amendment intended to be proposed 
by him to the bill S. 2, to provide for reconciliation pursuant to 
title II of S. Con. Res. 33.; which was ordered to lie on the table; as 
follows:

        At the appropriate place in title I, insert the following:

     SEC. __. APPROPRIATION FOR INTERDICTION OF ILLICIT VAPING 
                   DEVICES.

       (a) In General.--In addition to amounts otherwise 
     available, there is appropriated for fiscal year 2026, out of 
     amounts in the Treasury not otherwise appropriated, 
     $100,000,000 to the Secretary of Homeland Security, to remain 
     available until September 30, 2029, to interdict illicit 
     vaping devices, such as unauthorized e-cigarettes produced in 
     the People's Republic of China.
       (b) Reduction in Funds.--Notwithstanding section 102, the 
     amount appropriated under that section shall be 
     $7,350,000,000.
