  SA 5539. Mr. KIM submitted an amendment intended to be proposed by 
him to the bill S. 2, to provide for reconciliation pursuant to title 
II of S. Con. Res. 33.; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. __. PROHIBITION ON USE OF FUNDS TO ESTABLISH OR 
                   IMPLEMENT POLICIES THAT PROHIBIT, RESTRICT, 
                   PRESCRIBE THE MANNER OF, OR LIMIT ACCESS FOR 
                   CONGRESSIONAL OVERSIGHT AT CERTAIN DEPARTMENT 
                   OF HOMELAND SECURITY FACILITIES, OR IMPEDE 
                   ACCESS TO FACILITIES FOR MEMBERS OF CONGRESS.

       None of the funds made available under this title may be 
     used--
       (1) to establish or implement any policy that prohibits, 
     restricts, prescribes the manner by which a Member of 
     Congress may conduct, or limits access to a Member of 
     Congress for congressional oversight at any facility operated 
     by or for the Department of Homeland Security used to detain 
     or otherwise house aliens, including detention facilities and 
     field offices; or
       (2) to impede access by Members of Congress to detention 
     facilities for the purpose of speaking with detainees.
