  SA 5512. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the bill S. 2, to provide for reconciliation pursuant to 
title II of S. Con. Res. 33; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. ___. CLARIFICATION; PROHIBITION.

       Nothing in this Act provides the authorization of Congress 
     to construct the East Wing Modernization Project and no 
     Federal funds or private donations may be used for the East 
     Wing Modernization Project absent express authorization of 
     Congress after the date of enactment of this Act.
