  SA 5519. Mr. BENNET submitted an amendment intended to be proposed by 
him to the bill S. 2, to provide for reconciliation pursuant to title 
II of S. Con. Res. 33; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. ___. LIMITATION ON USE OF FUNDS UNTIL THE 5-WEEK ROLLING 
                   AVERAGE FOR THE PRICE OF CRUDE OIL DROPS.

       None of the funds made available under this Act may be 
     obligated until the 5-week rolling average for the price of 
     crude oil is equal to or less than the price of crude oil on 
     February 27, 2026, as determined by the Energy Information 
     Administration.
