  SA 5515. Mr. REED (for himself, Mr. Lujan, Mr. King, Mr. Welch, Mr. 
Blumenthal, Mr. Booker, and Mr. Markey) submitted an amendment intended 
to be proposed by him to the bill S. 2, to provide for reconciliation 
pursuant to title II of S. Con. Res. 33; which was ordered to lie on 
the table; as follows:

       Strike section 104 and insert the following:

     SEC. __. FUNDING FOR THE LOW INCOME HOME ENERGY ASSISTANCE 
                   PROGRAM.

       In addition to amounts otherwise available, there is 
     appropriated to the Secretary of Health and Human Services, 
     out of any money in the Treasury not otherwise appropriated, 
     $2,500,000,000 for an additional amount for fiscal year 2026, 
     to remain available until September 30, 2027, for making 
     payments under subsection (b) of section 2602 of the Low-
     Income Home Energy Assistance Act of 1981 (42 U.S.C. 8621) 
     subject to the following conditions:
       (1) Of the amount made available under this section, 
     $1,250,000,000 shall be allocated as though the total 
     appropriation for such payments for fiscal year 2026 was less 
     than $1,975,000,000.
       (2) The Secretary shall obligate and distribute the amount 
     made available under this section not later than 30 days 
     after the date of enactment of this Act.
