  SA 5514. Mr. REED submitted an amendment intended to be proposed to 
amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide 
for reconciliation pursuant to title II of S. Con. Res. 33; which was 
ordered to lie on the table; as follows:

       Strike sections 101, 103, 104, 201, 202, and 203 and insert 
     the following:

     SEC. _____. FUNDING FOR THE HOME INVESTMENT PARTNERSHIPS 
                   PROGRAM.

       In addition to amounts otherwise available, there are 
     appropriated, to remain available until September 30, 2029, 
     $62,095,000,000 for the HOME Investment Partnerships program 
     under subtitle A of title II of the Cranston-Gonzalez 
     National Affordable Housing Act ( 42 U.S.C. 12741 et seq.).
