  SA 5513. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the bill S. 2, to provide for reconciliation pursuant to 
title II of S. Con. Res. 33; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. _____. CONGRESSIONAL APPROVAL FOR PAYMENTS FROM ``ANTI-
                   WEAPONIZATION FUND''.

       No payment may be made from the ``Anti-Weaponization 
     Fund'', established by the Attorney General, without 
     congressional approval.
