  SA 5511. Mr. PADILLA submitted an amendment intended to be proposed 
to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to 
provide for reconciliation pursuant to title II of S. Con. Res. 33; 
which was ordered to lie on the table; as follows:

       At the end of section 202, add the following:

       (10) Transparency and accountability.--
       (A) In general.--Not less than $10,000,000 for--
       (i) all officers and agents to be trained on and equipped 
     with activated body-worn cameras while engaging in 
     immigration enforcement activities; and
       (ii) storage and to make accessible to Congress, and the 
     subjects of such footage, all footage captured by such 
     cameras.
       (B) Limitation.--Amounts provided under this title for 
     purposes other than the purposes set forth in subparagraph 
     (A) shall only be made available for obligation if the funds 
     specified in such subparagraph have been obligated and 
     awarded for such purposes.
