  SA 5491. Ms. SMITH (for herself and Ms. Klobuchar) submitted an 
amendment intended to be proposed by her to the bill S. 2, to provide 
for reconciliation pursuant to title II of S. Con. Res. 33; which was 
ordered to lie on the table; as follows:
       On page 6, line 22, strike ``$31,075,000,000'' and insert 
     ``$30,075,000,000''.
       At the end of the bill, add the following:

     SEC. 204. RELIEF FUND FOR STATES AND MUNICIPALITIES HARMED BY 
                   FEDERAL IMMIGRATION ENFORCEMENT ACTIONS.

       In addition to amounts otherwise made available for such 
     purposes, there is appropriated to the Attorney General for 
     fiscal year 2026, out of any money in the Treasury not 
     otherwise appropriated, $1,000,000,000, to remain available 
     through September 30, 2029, which shall be used to carry out 
     a program that awards grants to States to assist with the 
     recovery of such States from the economic and physical 
     damages resulting from--
       (1) Operation Metro Surge;
       (2) Operation Catch of the Day;
       (3) Operation Midway Blitz; and
       (4) similar large-scale immigration enforcement actions 
     carried out by the Federal Government.
