  SA 5485. Ms. BALDWIN submitted an amendment intended to be proposed 
to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to 
provide for reconciliation pursuant to title II of S. Con. Res. 33; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. TRANSFER OF FUNDING TO THE CHILD CARE AND 
                   DEVELOPMENT BLOCK GRANT PROGRAM.

       Notwithstanding any other provision of this Act, of the 
     amounts made available to the Director of U.S. Immigration 
     and Customs Enforcement under section 202, $14,270,000,000 
     shall be transferred to the Secretary of Health and Human 
     Services to carry out the Child Care and Development Block 
     Grant Act of 1990 (42 U.S.C. 9857 et seq.).
