  SA 5478. Mr. HICKENLOOPER submitted an amendment intended to be 
proposed by him to the bill S. 2, to provide for reconciliation 
pursuant to title II of S. Con. Res. 33; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. FARMER FERTILIZER ASSISTANCE FUNDING.

       Of the unobligated funds made available by Public Law 119-
     21 (commonly known as the ``One Big Beautiful Bill Act''), 
     there is rescinded $1,000,000,000, and such amount is 
     appropriated to the Secretary of Agriculture to provide 
     assistance to farmers in purchasing fertilizer at higher 
     prices due to the war in Iran.
