         HONORING CHATTAHOOCHEE VALLEY INFRASTRUCTURE COALITION

  (Mr. JACK asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. JACK. Mr. Speaker, I rise today to recognize two young leaders 
from the Chattahoochee Valley: Frank Lumpkin IV of Columbus, Georgia, 
and Justus Armstrong of nearby Phenix City, Alabama, whose work over 
the last 9 years has advanced the effort to expand Interstate 14, more 
commonly known as I-14, from Texas to my home State of Georgia.
  Known as the Forts to Ports Highway, I-14 will connect military 
communities from Fort Hood in Texas to Fort Benning in Georgia and spur 
economic growth across the Southeast.
  In 2017, at just 19 years old, after graduation from Columbus High 
School, Frank founded the Chattahoochee Valley Infrastructure 
Coalition, recognizing the need to build support across the community 
for the expansion of Interstate 14.
  Today, Frank is an attorney and serves our country as a captain and a 
Judge Advocate General in the United States Army Reserve.
  Frank's relentless advocacy has led to congressionally authorized 
studies and I-14's designation as a congressionally authorized future 
interstate.
  Strong bipartisan support exists at all levels for dedicated Federal 
investment and congressionally authorized future interstates, including 
I-14. These high-priority corridors have received further congressional 
authorization underscoring their national significance.
  Because of this groundwork, Columbus, Georgia, a city I represent, 
has the opportunity to receive the first piece of I-14 outside of 
Texas. I-14's expansion to Georgia will provide interstate access to 
impoverished communities and create high-quality, blue-color jobs 
across the Southeast.
  Mr. Speaker, I am proud of Frank Lumpkin's work, and I look forward 
to supporting his coalition's inspiring advocacy.
