  Mr. PFLUGER. Mr. Speaker, a delayed commercial flight prevented my 
timely arrival in Washington, D.C.
  As a result, I was unable to be present for the scheduled votes. Had 
I been present, I would have voted YEA on Roll Call No. 138, and YEA on 
Roll Call No. 139.
