  SA 5372. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the concurrent resolution S. Con. Res. 33, setting forth the 
congressional budget for the United States Government for fiscal year 
2026 and setting forth the appropriate budgetary levels for fiscal 
years 2027 through 2035; which was ordered to lie on the table; as 
follows:
       At the end of title III, add the following:

     SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO REFORMING 
                   U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT AND 
                   ENDING ANY VIOLENCE OR CHAOS CAUSED BY SUCH 
                   AGENCY IN CITIES ACROSS THE UNITED STATES.

       The Chairman of the Committee on the Budget of the Senate 
     may revise the allocations of a committee or committees, 
     aggregates, and other appropriate levels in this resolution, 
     and make adjustments to the pay-as-you-go ledger, for one or 
     more bills, joint resolutions, amendments, amendments between 
     the Houses, motions, or conference reports relating to 
     instituting sensible reforms to Federal immigration agencies, 
     which may include prohibiting Department of Homeland Security 
     officers and agents from entering private property without a 
     judicial warrant, prohibiting U.S. Immigration and Customs 
     Enforcement officers and agents from wearing masks or failing 
     to wear operational body cameras, requiring Federal officers 
     to display identification when conducting immigration 
     enforcement, enforcing the current prohibition against 
     Federal immigration enforcement operations at polling places, 
     prohibiting Federal immigration enforcement at sensitive 
     locations, prohibiting racial profiling in Federal 
     immigration enforcement stops, requiring reasonable use of 
     force policies and related training for Federal immigration 
     officers, or preserving the ability of State and local 
     jurisdictions to investigate and prosecute potential crimes 
     and use of excessive force incidents involving Federal 
     immigration officers, by the amounts provided in such 
     legislation for those purposes, provided that such 
     legislation would not increase the deficit over the period of 
     the total of fiscal years 2026 through 2035.
