  SA 5277. Ms. HASSAN submitted an amendment intended to be proposed by 
her to the concurrent resolution S. Con. Res. 33, setting forth the 
congressional budget for the United States Government for fiscal year 
2026 and setting forth the appropriate budgetary levels for fiscal 
years 2027 through 2035; which was ordered to lie on the table; as 
follows:

       Strike section 2002(b) and insert the following:
       (b) Instructions.--
       (1) Committee on homeland security and governmental 
     affairs.--The Committee on Homeland Security and Governmental 
     Affairs of the Senate shall report changes in laws within its 
     jurisdiction that increase the deficit by not more than 
     $60,000,000,000 for the period of fiscal years 2026 through 
     2035.
       (2) Committee on the judiciary.--The Committee on the 
     Judiciary of the Senate shall report changes in laws within 
     its jurisdiction that increase the deficit by not more than 
     $70,000,000,000 for the period of fiscal years 2026 through 
     2035.
       (3) Committee on banking, housing, and urban affairs.--The 
     Committee on Banking, Housing, and Urban Affairs of the 
     Senate shall report changes in laws within its jurisdiction 
     that increase the deficit by not more than $10,000,000,000 
     for the period of fiscal years 2026 through 2035.
