  SA 5245. Ms. DUCKWORTH submitted an amendment intended to be proposed 
by her to the concurrent resolution S. Con. Res. 33, setting forth the 
congressional budget for the United States Government for fiscal year 
2026 and setting forth the appropriate budgetary levels for fiscal 
years 2027 through 2035; which was ordered to lie on the table; as 
follows:

     SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO 
                   REDIRECTING AND RESCINDING FUNDS APPROPRIATED 
                   UNDER THE ONE BIG BEAUTIFUL BILL ACT SO THAT 
                   NOT ONE MORE SENIOR, INDIVIDUAL WITH A 
                   DISABILITY, OR FAMILY CAREGIVER LOSES ACCESS TO 
                   HEALTH CARE.

       The Chairman of the Committee on the Budget of the Senate 
     may revise the allocations of a committee or committees, 
     aggregates, and other appropriate levels in this resolution, 
     and make adjustments to the pay-as-you-go ledger, for one or 
     more bills, joint resolutions, amendments, amendments between 
     the Houses, motions, or conference reports relating to 
     ensuring that not one more rural hospital is forced to close, 
     which may include redirecting and rescinding funds 
     appropriated under sections 90003 and 100052 of Public Law 
     119-21 (commonly known as the ``One Big Beautiful Bill 
     Act''), including rescinding funds appropriated for the 
     Department of Homeland Security, Immigration and Customs 
     Enforcement, or Customs and Border Patrol and repealing the 
     health care cuts enacted in such Act, guaranteeing funding 
     for the Rural Health Transformation Program established in 
     the amendments made by section 71401 of such Act (including 
     by making funds allotted to States under such program remain 
     available until expended and eliminating any redistribution 
     of unexpended or unobligated funds from such allotments), and 
     sustaining sections 71202, 71306, and 71401 of such Act and 
     the amendments made by such sections, by the amounts provided 
     in such legislation for those purposes, provided that such 
     legislation would not increase the deficit over the period of 
     the total of fiscal years 2026 through 2035.
