SA 5179. Mr. KAINE submitted an amendment intended to be proposed by
him to the concurrent resolution S. Con. Res. 33, setting forth the
congressional budget for the United States Government for fiscal year
2026 and setting forth the appropriate budgetary levels for fiscal
years 2027 through 2035; which was ordered to lie on the table; as
follows:
At the end of title IV, add the following:
SEC. 4109. CONGRESSIONAL BUDGET OFFICE ANALYSIS AND REPORT ON
THE ECONOMIC AND FISCAL COSTS OF THE TRUMP
ADMINISTRATION'S IMMIGRATION ENFORCEMENT
MEASURES.
(a) Report.--Not later than 180 days after the date on
which this resolution is adopted by Congress, the
Congressional Budget Office shall submit to a report to
Congress that analyzes the economic and fiscal costs of the
Trump Administration's increased immigration enforcement
measures, including--
(1) the impact of such measures on the Federal budget;
(2) costs incurred by States and local governments in
response to such measures, such as--
(A) law enforcement overtime pay;
(B) costs associated with purchasing and converting
warehouses into detention and processing facilities; and
(C) increased security and other costs at schools,
courthouses, and other State and local facilities;
(3) the impact of such measures on school attendance,
student mental health, test scores, and college enrollment;
(4) the economic impact of such measures on--
(A) the housing sector, including constructions costs;
(B) the agricultural sector, including food costs; and
(C) the home health care sector, including the availability
of workers, particularly in light of an aging population.
(b) Public Availability.--The Congressional Budget Office
shall make the report required under subsection (a) publicly
available on its website, but may exclude any classified or
sensitive information.
