  SA 5140. Mr. WHITEHOUSE submitted an amendment intended to be 
proposed by him to the concurrent resolution S. Con. Res. 33, setting 
forth the congressional budget for the United States Government for 
fiscal year 2026 and setting forth the appropriate budgetary levels for 
fiscal years 2027 through 2035; which was ordered to lie on the table; 
as follows:

                       TITLE V--POLICY STATEMENTS

     SEC. 5001. POLICY STATEMENT ON THE DEPARTMENT OF HOMELAND 
                   SECURITY'S ADVERTISING CAMPAIGN DURING THE 
                   SHUTDOWN.

       It is the policy of this concurrent resolution that it was 
     improper for the Department of Homeland Security, in the 
     midst of a lapse in appropriations, to expend $200,000,000 on 
     an advertising campaign that was contracted to a consulting 
     firm with close personal and business ties to the then-
     Secretary of Homeland Security Kristi Noem.
