  SA 5139. Mr. WHITEHOUSE submitted an amendment intended to be 
proposed by him to the concurrent resolution S. Con. Res. 33, setting 
forth the congressional budget for the United States Government for 
fiscal year 2026 and setting forth the appropriate budgetary levels for 
fiscal years 2027 through 2035; which was ordered to lie on the table; 
as follows:

               TITLE V--POLICY STATEMENTS IN BOTH HOUSES

     SEC. 5001. POLICY STATEMENT REGARDING THE INVESTIGATION INTO 
                   TOM HOMAN.

       It is the policy of this concurrent resolution that no 
     Federal funds be obligated or expended for operations of the 
     Department of Justice until the Department of Justice and the 
     Federal Bureau of Investigation disclose complete records 
     related to the investigation into Tom Homan for accepting 
     $50,000 from undercover agents of the Federal Bureau of 
     Investigation and fully explain the basis for the termination 
     of the investigation.
