  SA 5088. Ms. ALSOBROOKS submitted an amendment intended to be 
proposed by her to the concurrent resolution S. Con. Res. 33, setting 
forth the congressional budget for the United States Government for 
fiscal year 2026 and setting forth the appropriate budgetary levels for 
fiscal years 2027 through 2035; which was ordered to lie on the table; 
as follows:

       At the end of title III, add the following:

     SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO FOOD 
                   SERVED TO MEMBERS OF THE ARMED FORCES..

       The Chairman of the Committee on the Budget of the Senate 
     may revise the allocations of a committee or committees, 
     aggregates, and other appropriate levels in this resolution, 
     and make adjustments to the pay-as-you-go ledger, for one or 
     more bills, joint resolutions, amendments, amendments between 
     the Houses, motions, or conference reports relating to food 
     served to members of the Armed Forces, which may include 
     prohibitions, for the duration of Operation Epic Fury, on use 
     of amounts to purchase ingredients or prepare food in the 
     Pentagon Executive Dining Facilities, including the Secretary 
     of Defense Executive Dining Room, that are not the same as 
     those served to junior enlisted members of the Armed Forces 
     serving aboard the USS Abraham Lincoln (CVN-72), the USS 
     Gerald Ford (CVN-78), and the USS George H.W. Bush (CVN-77), 
     while any of those ships are located in the United States 
     Central Command area of operations, by the amounts provided 
     in such legislation for those purposes, provided that such 
     legislation would not increase the deficit over the period of 
     the total of fiscal years 2026 through 2035.
