SA 4851. Mr. KELLY submitted an amendment intended to be proposed by
him to the concurrent resolution S. Con. Res. 33, setting forth the
congressional budget for the United States Government for fiscal year
2026 and setting forth the appropriate budgetary levels for fiscal
years 2027 through 2035; which was ordered to lie on the table; as
follows:
At the end of title III, add the following:
SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO ENSURING
SMALL BUSINESSES ARE PROTECTED AGAINST TARIFF-
ASSOCIATED COST INCREASES.
The Chairman of the Committee on the Budget of the Senate
may revise the allocations of a committee or committees,
aggregates, and other appropriate levels in this resolution,
and make adjustments to the pay-as-you-go ledger, for one or
more bills, joint resolutions, amendments, amendments between
the Houses, motions, or conference reports relating to
ensuring that small businesses are protected against costs
associated with tariffs imposed by Proclamation 11012 (91
Fed. Reg. 9339), as amended, Proclamation 10895 (90 Fed. Reg.
9807), Proclamation 10895, as amended, Proclamation 10896 (90
Fed. Reg. 9817), as amended, Proclamation 10962 (90 Fed. Reg.
37727), as amended, Proclamation 10908 (90 Fed. Reg. 14705),
as amended, Proclamation 10984 (90 Fed. Reg. 48451), as
amended, Proclamation 10976 (90 Fed. Reg. 48127), as amended,
Executive Order 14336 (90 Fed. Reg. 40223), as amended,
Proclamation 11002 (91 Fed. Reg. 2443), as amended, Executive
Order 14193 (90 Fed. Reg. 9113), as amended, Executive Order
14194 (90 Fed. Reg. 9117), as amended, Executive Order 14245
(90 Fed. Reg. 13829), Executive Order 14257 (90 Fed. Reg.
15041), as amended, Executive Order 14323 (90 Fed. Reg.
37739), as amended, and Executive Order 14380 (91 Fed. Reg.
5085) by the amounts provided in such legislation for those
purposes, provided that such legislation would not increase
the deficit over the period of the total of fiscal years 2026
through 2035.
