  SA 4782. Ms. MURKOWSKI submitted an amendment intended to be proposed 
to amendment SA 4732 proposed by Mr. Husted to the amendment SA 4420 
proposed by Mr. Thune (for Mr. Schmitt) to the bill S. 1383, to 
establish the Veterans Advisory Committee on Equal Access, and for 
other purposes; which was ordered to lie on the table; as follows:

        On page 7, between lines 20 and 21, insert the following:
       (d) Tribal Identification Grant Program.--
       (1) In general.--The Secretary of the Interior, acting 
     through the Bureau of Indian Affairs, shall establish a 
     program to provide grants to federally recognized Indian 
     Tribes to develop, enhance, and issue Tribal identification 
     documents that include the name of the individual, a 
     photograph of the individual, and an expiration date, as 
     determined by the issuing Indian Tribe.
       (2) Administration.--Grants under this subsection shall be 
     administered in accordance with the Indian Self-Determination 
     and Education Assistance Act (25 U.S.C. 5301 et seq.).
       (3) Appropriation.--There are appropriated, out of any 
     money in the Treasury not otherwise appropriated, $15,000,000 
     for fiscal year 2026, to provide grants under this 
     subsection. Amounts appropriated under the preceding sentence 
     shall remain available until expended.
