  SA 4689. Mr. BLUMENTHAL submitted an amendment intended to be 
proposed by him to the bill S. 1383, to establish the Veterans Advisory 
Committee on Equal Access, and for other purposes; which was ordered to 
lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. ABILITY TO INITIATE GRAND JURY PROCEEDINGS AND SEEK 
                   SUBPOENAS, ARREST WARRANTS, OR SEARCH WARRANTS 
                   INVOLVING ELECTIONS.

       (a) Definitions.--In this section:
       (1) United states attorney.--The term ``United States 
     attorney'' means a United States attorney appointed under 
     section 541 of title 28, United States Code.
       (2) Assistant united states attorney.--The term ``assistant 
     United States attorney'' means an assistant United States 
     attorney appointed under section 542 of title 28, United 
     States Code.
       (b) Violations of Elections Laws.--
       (1) Warrants.--
       (A) In general.--Arrest warrants and search warrants 
     relating to an alleged violation of section 301 of the Civil 
     Rights Act of 1960 (52 U.S.C. 20701) or section 12 of the 
     National Voter Registration Act of 1993 (52 U.S.C. 20511) may 
     only be requested by a United States attorney who is 
     confirmed by the Senate and who is appointed to the judicial 
     district in which the alleged violation took place.
       (B) Exception.--For a judicial district in which a United 
     States attorney has not yet been confirmed by the Senate, the 
     assistant United States attorney for that judicial district 
     with the longest tenure in that judicial district, not 
     including service in other jurisdictions, shall be designated 
     to carry out the authorities under subparagraph (A), and such 
     authorities shall terminate upon confirmation of a United 
     States attorney for that judicial district.
       (2) Grand jury proceedings.--A grand jury proceeding and 
     any subpoena relating to the grand jury proceeding for an 
     alleged violation of section 301 of the Civil Rights Act of 
     1960 (52 U.S.C. 20701) or section 12 of the National Voter 
     Registration Act of 1993 (52 U.S.C. 20511) may only be 
     initiated by a United States attorney who is confirmed by the 
     Senate and appointed to the judicial district in which the 
     alleged violation took place, or an assistant United States 
     attorney with a tenure of at least 5 years in the judicial 
     district in which the alleged violation took place.
