  Mrs. MOODY. Mr. President, I ask unanimous consent that the Senate 
now proceed to the en bloc consideration of the following resolutions, 
which are at the desk, S. Res. 652 and S. Res. 653.
  The PRESIDING OFFICER. Is there objection to proceeding to the 
measures, en bloc?
  There being no objection, the Senate proceeded to consider the
