  Mr. BRECHEEN. Mr. Speaker, I was unavoidably detained from voting due 
to an unforeseen travel complication. Had I been present, I would have 
voted NAY on Roll Call No. 88; NAY on Roll Call No. 89; YEA on Roll 
Call No. 90; and YEA on Roll Call No. 91.
