  SA 4511. Mr. SCHIFF submitted an amendment intended to be proposed by 
him to the bill S. 1383, to establish the Veterans Advisory Committee 
on Equal Access, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. NONPROFIT SECURITY GRANT PROGRAM.

       There are authorized to be appropriated to the 
     Administrator of the Federal Emergency Management Agency to 
     carry out section 2009 of the Homeland Security Act of 2002 
     (6. U.S.C. 609a) $1,000,000,000 for each of fiscal years 2027 
     through 2032.
