  SA 4501. Mr. SCHIFF submitted an amendment intended to be proposed by

him to the bill S. 1383, to establish the Veterans Advisory Committee 
on Equal Access, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. PROHIBITION ON ELECTION OFFICIALS CHANGING POLLING 
                   LOCATIONS WITHIN 90 DAYS OF AN ELECTION OTHER 
                   THAN IN THE CASE OF AN EMERGENCY.

       Notwithstanding any other provision of law, in no case may 
     an election official change a polling location within 90 days 
     of an election for Federal office other than in the case of 
     an emergency.
