  SA 4464. Mr. WYDEN submitted an amendment intended to be proposed by 
him to the bill S. 1383, to establish the Veterans Advisory Committee 
on Equal Access, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. NULLIFICATION OF DEPARTMENT OF AGRICULTURE 
                   REORGANIZATION PLAN.

       Effective beginning on the date of enactment of this Act, 
     the Memorandum of the Secretary of Agriculture numbered 1078-
     015 and entitled ``Department of Agriculture Reorganization 
     Plan'' shall have no force or effect and no Federal funds may 
     be used to implement, administer, enforce, or carry out such 
     Memorandum.
