SA 4451. Mr. WHITEHOUSE (for himself and Mr. Padilla) submitted an
amendment intended to be proposed by him to the bill S. 1383, to
establish the Veterans Advisory Committee on Equal Access, and for
other purposes; which was ordered to lie on the table; as follows:
In lieu of the matter proposed to be inserted, insert the
following:
SECTION 1. SHORT TITLE.
This Act may be cited as the ``No Settlements for January 6
Law Enforcement Assaulters Act''.
SEC. 2. LIMITATION ON LEGAL SETTLEMENTS FOR ANY INDIVIDUAL
CONVICTED OF ASSAULTING A LAW ENFORCEMENT
OFFICER IN CONNECTION WITH BREACHING THE
CAPITOL ON JANUARY 6, 2021.
(a) Definition.--In this section, the term ``covered
individual'' means an individual who has been convicted of an
offense involving assaulting a law enforcement officer,
including a violation of section 111 of title 18, United
States Code, or a violation of section 432 of the Revised
Statutes of the District of Columbia (sec. 22-405, D.C.
Official Code), in connection with the events that occurred
at or near the Capitol on January 6, 2021.
(b) Limitation.--Notwithstanding any other provision of
law, no Federal funds, including amounts appropriated under
section 1304 of title 31, United States Code (commonly known
as the ``Judgment Fund''), may be obligated or expended for
any legal settlement to a covered individual if the claims
giving rise to such settlement are based on alleged harm
suffered by the covered individual--
(1) during the events that occurred at or near the Capitol
on January 6, 2021; or
(2) from prosecution for an offense relating to such
events.
