  SA 4441. Mr. WYDEN submitted an amendment intended to be proposed by 
him to the bill S. 1383, to establish the Veterans Advisory Committee 
on Equal Access, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. REPEAL OF EXECUTIVE DOCUMENTS.

       (a) In General.--Effective beginning on the date of 
     enactment of this Act, the Executive documents described in 
     subsection (b) shall have no force or effect and no Federal 
     funds may be used to implement, administer, enforce, or carry 
     out those Executive documents.
       (b) Executive Documents Described.--The Executive documents 
     referred to in subsection (a) are the following:
       (1) Executive Order 14154 (90 Fed. Reg. 8353; relating to 
     unleashing American energy).
       (2) Executive Order 14162 (90 Fed. Reg. 8455; relating to 
     putting America first in international environmental 
     agreements).
       (3) Executive Order 14156 (90 Fed. Reg. 8433; relating to 
     declaring a national energy emergency).
       (4) Presidential memorandum entitled ``Temporary Withdrawal 
     of All Areas on the Outer Continental Shelf from Offshore 
     Wind Leasing and Review of the Federal Government's Leasing 
     and Permitting Practices for Wind Projects'' issued January 
     20, 2025 (90 Fed. Reg. 8363).
       (c) Savings Provision.--Nothing in this section shall be 
     construed to impair any authority granted to the President.
