  SA 4383. Mr. PADILLA submitted an amendment intended to be proposed 
by him to the bill H.R. 6644, a bill to increase the supply of housing 
in America, and for other purposes; which was ordered to lie on the 
table; as follows:

       At the appropriate place, insert the following:

     SEC. __. STREAMLINING FEDERAL AFFORDABLE HOUSING DEVELOPMENT 
                   PROGRAMS.

       Not later than 1 year after the date of enactment of this 
     Act, the Secretary of Housing and Urban Development shall--
       (1) using the authority of the Secretary in effect as of 
     the date of enactment of this Act, and in coordination with 
     any other relevant Federal and State agencies, take steps to 
     streamline and better coordinate existing Federal affordable 
     housing development initiatives, programs, and incentives 
     with the goal of simplifying the work necessary for 
     developers, realtors, State and local housing authorities, 
     and nonprofit organizations to increase housing supply; and
       (2) submit to Congress a report containing--
       (A) a description of steps taken under paragraph (1);
       (B) a description of Federal laws (including regulations) 
     that prevent efforts to streamline Federal funding sources; 
     and
       (C) recommendations for Congress regarding statutory or 
     regulatory changes related to furthering the goal described 
     in paragraph (1).
