  SA 4298. Mr. PADILLA (for himself, Mr. Bennet, Mr. Welch, Mr. 
Blumenthal, Mr. Schatz, and Ms. Cortez Masto) submitted an amendment 
intended to be proposed by him to the bill H.R. 7147, making further 
consolidated appropriations for the fiscal year ending September 30, 
2026, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:
       Sec. __.  Notwithstanding chapter 13 of title 10, United 
     States Code (commonly known as the ``Insurrection Act''), any 
     provision of law that provides authority with respect to a 
     national emergency, or any other provision of law, none of 
     the funds appropriated or otherwise made available by this 
     Act or any other Act shall be used for any activity or 
     technology in which Federal law enforcement, intelligence, or 
     military personnel acting under color of law violate any 
     State or Federal law that restricts activities in connection 
     with an election (as defined in section 301(1) of the Federal 
     Election Campaign Act of 1971 (52 U.S.C. 30101(1))), 
     including any State or Federal law preventing voter 
     intimidation or interference with an election, preventing the 
     imposition or attempted imposition of any regulations for 
     conducting an election different from those prescribed by 
     law, or restricting presence at polling places, election 
     offices, or locations where vote canvassing, counting, or 
     certification occurs, or other locations where an election is 
     held.
