strategic competition in an unconstrained, post-New START Treaty 
environment, after receiving testimony from Admiral Charles A. Richard,

the Institute of Defense Analyses; Rose E. Gottemoeller, Stanford 
University Hoover Institution Center for International Security and 
Cooperation; and Timothy A. Morrison, former Deputy Assistant to the

Committee on Commerce, Science, and Transportation: Committee ordered
