  SA 4293. Mr. WELCH submitted an amendment intended to be proposed by 
him to the bill H.R. 7148, making further consolidated appropriations 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in division H, insert the 
     following:
       Sec. __.  No funds made available to the Department of 
     Homeland Security under this Act or any other Act may be used 
     by any officer or employee of the Department of Homeland 
     Security to make an investigative stop, arrest, or detention 
     based on the following factors or combination of factors, 
     which undermine longstanding constitutional principles 
     adopted by law enforcement agencies nationwide:
       (1) the job, career, or type of work that an individual 
     performs;
       (2) the language spoken by an individual or the accent of 
     the individual; or
       (3) the apparent race, color, religion, sex, national 
     origin, or ethnicity of an individual.
