  SA 4287. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the bill H.R. 7148, making further consolidated 
appropriations for the fiscal year ending September 30, 2026, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. PROHIBITION ON LAST-MINUTE RESCISSIONS.

       Notwithstanding any provision of the Impoundment Control 
     Act of 1974 (2 U.S.C. 681 et seq.), a special message 
     transmitted under section 1012 or 1013 of such Act may not 
     propose to rescind or defer any budget authority that expires 
     on or before the date that is 90 days after the date on which 
     such special message is transmitted.
