  SA 4283. Mr. BLUMENTHAL (for himself and Ms. Hirono) submitted an 
amendment intended to be proposed by him to the bill H.R. 7148, making 
further consolidated appropriations for the fiscal year ending 
September 30, 2026, and for other purposes; which was ordered to lie on 
the table; as follows:

       On page 1235, between lines 21 and 22, insert the 
     following:
       Sec. 555.  None of the funds appropriated or otherwise made 
     available by this division or by Public Law 119-21, and none 
     of the fees collected by the Department of Homeland Security, 
     may be used by any component of the Department of Homeland 
     Security for any operation involving the entry into a private 
     residence solely on the basis of an administrative warrant.
