  SA 4222. Mr. PADILLA submitted an amendment intended to be proposed 
by him to the bill H.R. 6938, making consolidated appropriations for 
the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       On page 162, lines 10 through 13, strike ``$1,465,630,000, 
     to remain available until expended, of which $23,899,000 
     shall be available for transfer to the Upper Colorado River 
     Basin Fund and'' and insert ``$1,768,036,000, to remain 
     available until expended, of which $23,899,000 shall be 
     available for transfer to the Upper Colorado River Basin 
     Fund, $140,406,000 shall be available for the WaterSMART 
     program, $134,000,000 shall be available for section 4007 of 
     the Water Infrastructure Improvements for the Nation Act (43 
     U.S.C. 390b note; Public Law 114-322), $28,000,000 shall be 
     available for the conduct of Bureau of Reclamation 
     environmental restoration and compliance activities, and''.
