WITHIN OR AGAINST VENEZUELA THAT HAVE NOT BEEN AUTHORIZED BY CONGRESS--
                           Motion to Proceed

  Mr. KAINE. Mr. President, I therefore move to proceed to Calendar No. 
298, S.J. Res. 98.
  The PRESIDING OFFICER. The clerk will report.
  The senior assistant executive clerk read as follows:

       Motion to proceed to Calendar No. 298, S.J. Res. 98, to 
     direct the removal of United States Armed Forces from 
     hostilities within or against Venezuela that have not been 
     authorized by Congress.
