  SA 4197. Mr. CRUZ submitted an amendment intended to be proposed by 
him to the joint resolution S.J. Res. 98, to direct the removal of 
United States Armed Forces from hostilities within or against Venezuela 
that have not been authorized by Congress; which was ordered to lie on 
the table; as follows:

       In section 2, strike subsection (b) and insert the 
     following:
       (b) Rule of Construction.--Nothing in this section shall be 
     construed--
       (1) to prevent the United States from defending itself from 
     an armed attack or threat of an imminent armed attack; or
       (2) to prohibit, influence, or disrupt activities by the 
     United States Armed Forces, including the use of force, 
     involving efforts to prevent the flow of illicit drugs into 
     the United States.
